Judging by the name I would think it was the former map31 owner Steve88. I could be wrong about this considering how many people have dropped their map slots. Though I don't understand why he dropped his map just to release it standalone.

I though it was canceled because of the thread entitled that it was, then I released it without checking again, then someone told me about it later :( I also posted a link to it if anyone was still interested but no takers so i assumed the worst. Its ok thought, GL all.
