I believe the first link should be http://www.youtube.com/watch?v=IiYXXVx7elc (part I).
Slick film; well presented. Of course, one would have to check up on some of the facts and figures mentioned here (and, consequently, the sometimes very drastic conclusions drawn from these facts and figures) to make any statement beyond those. I noticed a misspelling right at the beginning, for instance (a small error, but not knowing that one of the prime ministers of the UK was named Benjamin Disraeli and not Benjamin Dislaeli -- the 'l' is far from the 'r', reducing the chance that it was a typo -- may indicate that the background research hasn't been ... exemplary).
EDIT: Having watched most of it, it makes a vague, but nevertheless interesting, case. There are of course factual errors, and misquotes, and some things are utterly stupid. Some facts are treated clumsily and/or incorrectly. I loved the "Math Rank 2003" [Which is, err, what, exactly? Possibly a very sketchy --and factually incorrect -- reference to the recurrent TIMSS study?] chart, with the non-labelled columns.. Hate to be Mexico! Heheh. Most importantly, the conclusions drawn in the film are, to be diplomatic, slightly populistic.
EDIT # 2: All right, towards the end it went haywire.
The moral of the story, though, I guess, is to inform yourself and reach your own conclusions.
