Its really hard to find a wav to mp3 converter online without finding something that isn't shareware with very limited abilites (you can only use it once or something stupid like that). I do all my converting , recording, and editing with acid pro 4, but its not free.
You can try changing the size of the wav by recording in mono instead of stereo. You might also be able to get a smaller size by changing the bit depth and sample rate but I'm not sure what kind of difference there will be.
In a worse case scenario I can convert the wavs to mp3s for you. Its easy to do.

You want something with LAME. Lame itself isn't useful, its just a library.
Try poking around on this list: http://lame.sourceforge.net/links.html

I've been using CDex (http://sourceforge.net/projects/cdexos/) but I'm a bit mad that it won't let me take an MP3 and convert it to something else. I've been using Winamp to get around that problem by converting to wav and then using CDex to convert to ogg.

You can use Windows Media Player if you have a spare cd. Just burn it to cd and rip it again as an mp3.
