There is an image I would like to resize, but my paint shop album trial expired about 6 months ago, which means I can't resize my images, anymore.
Can anyone help me out, and resize my image to 352x128?
(I don't know how to post images correctly, how?)

Not many people are too enthousiastic about it, but even MS Paint can do the job. Alternatively, post your image here and I'll resize it for you.

Simply put the adress between IMG tags, like this: (insert HTML adress of image here)

There are lots of free image programs around the net too. The GIMP comes to mind.

Image Analyzer is one of them. It works in all formats I've run across except TGA. It's free, and does a lot of things. Instrumental for making my own textures as it converts back and forth from 24 bit to 256 color and will apply the Doom palette to any image. Resizing is beautiful and can be done several ways. I lost the address, but the developer is meesoft.de

I have a question: Is there anything that can change the TYPE of file (Example .bmp to .jpg or changing doom screen shots to a file format that can be posted on most websites)

I use MS Photoshop for that kind of thing. Though I'm sure there are many other programs that allow you to save image files in another format.

LOL@MS Photoshop!

MS Paint can do it for some files but badly. Office XP has MS Photo Editor, although I'm not quite sure what it can do.

Any program that's good enough to use palettes and convert colours can probably convert between common types like bmp, gif, jpg, png, etc.

Google also has a free one called Picasa. It's for photo work though and probably not too great for DooM work.

MSPaint can convert .bmp to .jpg and .gif, but as Aliotroph says, it whacks all the colors. Image Analyzer does all this perfectly, and works with .png and many other formats. It's free, and without any ads. http://meesoft.logicnet.dk/Analyzer/
