I personally use Paint Shop Pro. You don't need any super-special software or graphics format. DeePsea, for example, will import and export textures from BMP files, and convert them to the palette Doom uses.
I find it useful to keep a "template" image with the Doom palette, so that I can work on images in that palette rather than worry about the vagaries of palette conversion.

There is no best texture editing program. I use Photoshop, Paintshop Pro, Photo Studio, Photoshop Elements, Gimp and Wally, plus some stuff I've probably not thinking about at the moment. I usually use the best features in one program and then use what I think is best in anouther. Of course it depends on what I want to do. Usually I do all my main editing in Photo Studio (I got this program with my olde printer and its not a free program) ) because it has good cropping and cloning tools... Wally has an excellent line tool that makes lines darker and lighter in varying increments and is great for making bricks on a texture made in anouther program and is also good for tiled floors or putting a deep seam into a panel. Wally also puts nice rivets on metal and does nice scratches. Gimp has some nice filters and has a great bumpmap effect... *cool* Sometimes I'll run a texture through some Gimp filters, take it over to Wally for a few scratches and then make sure it tiles nice with Wally.

I use Paint Shop Pro, Photoshop, Itex, Wally, Photo Paint, Cool 3D (Lettering when needed) Like Doom_Dude, I don't limit my self to any 1 program. I would use GIMP but for some reason it don't like this comp :/ Anyway, don't limit yourself to 1 program.

If you have Photoshop or a Corel prog, then that's great if you understand how to use it. To complicated for me, but they have features you will love if you understand them.
A combination of Windows MSPaint and something like Image Analyzer or Irfranview (all free programs) will work. You just don't get so many options and have to do a lot of work yourself, often working pixel by pixel.
At minimum, you need a program to work with the Doom palette so colors are compatible. Then you can do anything. I made several perfect animated textures this way. Even animated and transparent.
