Try XWE: www.doomworld.com/xwe
There's also a program called WinTex floating somewhere... it's easier to set up than XWE but lacks a few key features.

Wintex (ftp://3darchives.in-span.net/pub/idgames/utils/graphics_edit/deutex/wintex43.zip)

The most stable version I find, it helps you learn the wad structure ;). XWE is powerful, but its not the most helpful tool for a guy who's just getting started (I assume youre just getting started, DVL_IAC :p)

I found XWE easier on the brain cell. :p

I agree, XWE is a great editor for opening DoomII wads.

I do not know what to use to do that with music or .lmp files, but check out Doom Depot. They have already converted most of the music to mp3. (from that you can make a .wav)
