How can I upload levels?

If you're talking about uploading your levels to /newstuff (so that they'll appear on DoomWorld every saturday), you'll need an ftp program and upload your zipped map (including a text file that describes it, see UPLTEMP.TXT) to ftp://archives.3dgamers.com/pub/idgames/incoming .
If you want to have you map 'hosted', you'll have to set up a separate site for it (doesn't need to be fancy, just one bareboned html file will do) and upload your file there (how to depends).
