I'm afraid to sound pessimitic, but both Derek and I put up calls for level editors just a week or too ago, and neither of us had any success. If you would like to be involved witha TC, why don't you offer your services to either Derek, who is working on GoldenEye TC, or myself. I am working on DeiM, a flip-side adventure, in which the demon is the hero and the space marines are the villains. You can see some information on it on my home page (The Boingo Page).
