What would you call this subject? .deh files

I just came across this dehacked file, while surfing for lost doom sites. What it does is changes the speeds of projectiles eg imps fireball, and makes them shootable. Perfect for target training with autoaim off. I uploaded it here (http://www.geocities.com/blazen_wire/prjctile.zip). I have no idea who the author is, or when it was made
