If you have any suggestions or have alternate links or anything like that please post and let me know. Also the list here isn't alphabetical....
Top Doom editors:
Doom Builder:
Windows9x/ME/NT/2000/XP/Vista*
Doom, Doom II, HeXen, and Heretic.
CodeImp's editor is up to version 1.1 and it kicks a lot of editing ass! DB has the best 3D mode that puts you right inside your map where you can align textures, copy / paste textures and flats, change light levels, adjust sector heights, and fly around your map like a crazed editing bee of doom, etc...... Of course DB has a cool 2D mode as well making it the best editior out there and it's 100% free! Plus CodeImp released the source so anybody with code experience can go hog wild..........

[edit] For info on getting Doom Builder to run on Vista see this thread (http://www.doomworld.com/vb/showthread.php?s=&threadid=40183) CodeImp posted on the Doomworld forum.
DeePsea:
Windows9x/ME/NT/2000/XP
DooM, DooM II, Duke Nukem, HeXen, Heretic, Quake and Strife.
Lots of doomers swear by it and is one of the most popular editors. DeepSea however isn't a free program and you'll have to pay to get the full version. There is a linedef limitation on the shareware version....

WadAuthor:
Windows9x/ME/NT/2000/XP
DooM, DooM II, Heretic, and Hexen.
Another fine editor that many DooM mappers prefer. This one is also a non-free editor and it has a 15 day limit (not exactly sure of time limit) before it asks you to register..

[edit] Original site is down. Alternate download links: Filefront (http://files.filefront.com/wauthorzip/;7966;/fileinfo.html) :: /idgames (http://www.doomworld.com/idgames/?id=11183)
Slade:
Windows9x/ME/NT/2000/XP [I couldn't find the info but I assume it works for all Windows OS]
Doom, Doom II, Heretic, HeXen.
I never tried Slade myself but it's shaping up to be a nice editor and is still being developed. Like Doom Builder, Slade features a 3D editing mode.

DoomCad:
Windows9x
Doom, Doom II, Heretic.
I couldn't find DoomCad online or the links were few / dead so I put it on my site. DoomCad 5.1 is what I used to use 90% of the time (now I'm 100% Doom Builder baybee!). Typically you'll want 6.1 so go for that if your looking to try out DoomCad. Remember 5.1 is only good for editing Doom II while 6.1 is good for heretic and the Dooms.... Some sites have said DoomCad is a DOS program. NOPE 5.1 was designed to originally run under Win95 and both 5.1 and 6.1 will run in win95 and win98.. It should also work fine for Win2k and XP.
Grab DoomCad 6.1: /idgames (http://www.doomworld.com/idgames/index.php?id=2749)
Deth:
DOS
Doom, Doom II, Heretic.
One of those olde style DOS editors thats still somewhat popular.....
http://doomworld.com/drsleep/heth.htm
Windows Deth/Zeth:
Windows9x/ME/NT/2000/XP
Don't know much about this one......
http://amberfisharts.com/hosted/zeth/
Why:
Doom, Doom II, Heretic.
Linux/Win95 or newer (thats what it says on the site)
Pate's editor has a lot going for it and is still being worked on.. Current version is 0.99. Also note that in order to run Why on Windows machines, you'll need Python 2.2 for Windows and you can get the link to Python from Pate's site.

[edit] Unfortunately Pate is no longer developing Why.
Editing Utilities:
XWE and Wintex
Both XWE and Wintex work wonder in getting inside .wad files and fidling with sprites, textures, sounds, etc......
XWE (Xtendable Wad Editor): http://doomworld.com/xwe/
Wintex: http://www.3ddownloads.com/showfile.php3?file_id=7883
Dehacked and WhackEd2
Both these programs are used to 'Hack' the DooM exe to make all kinda of crazy stuff like invisble Cyberdemons and shotguns that shoot plasma pellets, etc..... WhackEd is the windows version of the famous DOS program. WhackED will run in Windows including ME (or 2000, XP Home or XP Professional).
Dehacked: http://www.3ddownloads.com/showfile.php3?file_id=7855
WhackED 2: Exl's Page On Team Hellspawn (http://www.teamhellspawn.com/exl/index.php?page=whacked2)
Nodesbuilders:
Once you've mad a doom map it's important you run your map through a nodesbuilder... Most older editors do a crappy job of building nodes and can be as slow as hell. Newer editors like Doom Builder come loaded with ZenNode for example...
ZenNode: http://mrousseau.org/programs/ZenNode/
BSP: http://doombsp.sourceforge.net/
Miscellaneous Programs:
Deusf
A handy DOS commandline tool for joining wads and/or merging them into the IWAD. Then can also be easily removed again afterwards at anytime. Vey handy for use with batch files. You'll find it as Deusf.exe in the Wintex4.3 distribution package.

Texture Design Tools:
Wally:
Weird name, cool program. Used a lot in the Half-Life mod scene but is great for Doom or whatever game your working on... It's great for making bricks, adding rivets and making your textures tile properly plus a bunch of other stuff.
